Group work can be a powerful motivator and peer-pressure mechanism for not only starting but actually completing projects.
Students would have to have a group components in all assignments. For non-production work, the group activity could be a live conversation via google hangouts, a co-written review, etc.
Group members can rate each other based on their experiences and/or write reviews.
Students can use ratings, reviews and past projects as criteria for partner selection.
