Pedestrians (elderly, child, couple holding hand, groups who try to talk, moms who have a child in the stroller, dogs on leash, and bikes can be both pedestrian asn well as a vehicle).

The drivers ultimately are those who enforce the street light (even thought in the driving hand book people are told to always yield a pedestrian). Pedestrian world is very diverse in how it reacts. Professional people and those in groups are most abiding of the traffic light. Bikers, some lonely people, and those who are in a hurry tend to look at the traffic sign belonging to vihical and get moving 2 seconds earlier.

People often decide which way they are going based on whether the traffic light allows passage. So traffic lights directs the route people take to get from point A to point B. People are not always aware of this influence that the traffic light has.
