Fortunately, tons of good quality resources on the Internet have thoroughly explained the technology and its effects.<\/p>\n<p>As I consumed the articles and videos answering my questions about how 5G works and the impacts of the technology, the specs and standards of 5G in the materials constantly confused me, and raised more questions. Why the latency value mentioned in this article is different from that video? Who&#8217;s actually building out the technology? Is there anyone supervising and guiding the implementation of 5G? What\u2019s 3GPP, 3GPP2, ITU and IMT?<\/p>\n<p>I was bothered by these questions in my journey of understanding 5G, but I did the research and connected the dots together with helps from the Internet. In this article, we\u2019ll go through an overview of the roadmap of standardizing 5G and the stakeholders of the process.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Standards_of_5G\"><\/span>Standards of 5G<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Understanding the very basics about 5G is easy. For most consumers not in the telecommunication industry like me, the numbers don&#8217;t matter, because all an end-user needs to know is the fact of 5G being faster.<\/p>\n<p>Imagine the impacts that the standard will have on every single stakeholders in the industry, including internet providers and hardware manufacturers. All the 5G related products the manufacturers produce have to meet the standards; if not, no 5G labels are allowed to put on the products. Without a label, one provider or manufacturer would have trouble competing on the market.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"How_do_standards_get_set\"><\/span>How do standards get set?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>When the telecommunication industry and governments across the world resolved to evolve from 4G to 5G, they initiated research on exploring possible scenarios of applying this new tech.<\/p>\n<p>The research was followed by several documents of visions of world with 5G in future, written by a union of governments around the world. These are papers that include objectives, key index performances (KPI) and schedules about 5G implementation. But they serve as general guidelines, or recommendations, rather than the actual standards with technical details.<\/p>\n<p>With this guideline as objective, groups of players in the market, including network providers and hardware manufacturers, would start performing detailed analysis on each of the technical aspects. They&#8217;d be meeting regularly to set up comprehensive standards for everyone to abide based on their analysis and estimations, making sure everyone is going to develop 5G modules with identical specs.<\/p>\n<p>The process of standardization is not completed all at once. Instead there are progressive stages of standardization. Each stage focuses on standardizing certain components of entire 5G system. The other one is the group of players in the market, which is actually rolling out the real 5G standards, infrastructures and products.<\/p>\n<p>Let&#8217;s get to know their real identities now.<\/p>\n<p>&nbsp;<\/p>\n<h2><span class=\"ez-toc-section\" id=\"International_Telecommunication_Union_ITU\"><\/span>International Telecommunication Union (ITU)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p id=\"04eb\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">The intergovernmental organization that manages global telecommunications affairs is called\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.itu.int\/en\/about\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener nofollow\">International Telecommunication Union (ITU)<\/a>, founded by the United Nations (UN) in 1865. With the goal to \u201cconnecting all the world\u2019s people\u201d, ITU\u2019s responsible for issues that concern phone calls, satellites and the Internet.<\/p>\n<p id=\"1dd2\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">To manage various aspects of the matters, ITU is comprised of\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/International_Telecommunication_Union#ITU_sectors\" target=\"_blank\" rel=\"noopener nofollow\">three sectors<\/a>, including\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.itu.int\/en\/ITU-R\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener nofollow\">Radio communication (ITU-R)<\/a>. It covers the overall radio system aspects of\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.itu.int\/en\/ITU-R\/study-groups\/rsg5\/rwp5d\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener nofollow\">International Mobile Telecommunications (IMT)<\/a>\u00a0systems, including 3G, 4G, 5G and future\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_mobile_phone_generations\" target=\"_blank\" rel=\"noopener nofollow\">generations of wireless mobile telecommunications technology<\/a>.<\/p>\n<p id=\"d76a\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">ITU is the intergovernmental organization responsible for guiding, reviewing and supervising the entire 5G tech.<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_459\" aria-describedby=\"caption-attachment-459\" style=\"width: 3840px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-459 size-full\" src=\"https:\/\/paper-attachments.dropbox.com\/s_6C6C6CE4988ADF70B200A4FC9FD825179C56270364B00D0D6E9726DB294DC48D_1574007615305_itu-tree.jpg\" alt=\"Relationship chart of UN, ITU and three ITU sectors\" width=\"3840\" height=\"2158\" \/><figcaption id=\"caption-attachment-459\" class=\"wp-caption-text\">Relationship chart of UN, ITU and three ITU sectors<\/figcaption><\/figure>\n<h2><\/h2>\n<h2><span class=\"ez-toc-section\" id=\"3rd_Generation_Partnership_Project_3GPP\"><\/span>3rd Generation Partnership Project (3GPP)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>As a neutral governmental organization, ITU doesn&#8217;t concern itself with how 5G is constructed, but with making sure the constructed 5G network can equally connects people around the world, bringing benefits to humanity.<\/p>\n<p>5G is a product that generates enormous profits in the capital market, potentially shifting power between corporations, companies and even countries. Nations, network providers, hardware manufacturers and all the stakeholders competed for best advantages with strategies. One strategy is to form consortia with stakeholders with same interests, attempting to gain dominance over opponents.<\/p>\n<div class=\"n p\">\n<div class=\"ai aj ak al am kb ao v\">\n<p id=\"cfdf\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">The dominant consortium, or group of players in the mobile telecomm world now is called\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/3GPP#Market_Representation_Partners\" target=\"_blank\" rel=\"noopener nofollow\">3rd Generation Partnership Project (3GPP)<\/a>. It\u2019s established originally in 3G era as a standard body behind the\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/Universal_Mobile_Telecommunications_System\" target=\"_blank\" rel=\"noopener nofollow\">Universal Mobile Telecommunications System<\/a>\u00a0(UMTS), a system for developing stable and consistent production environment for their members. The major members are the seven\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.3gpp.org\/about-3gpp\/partners\" target=\"_blank\" rel=\"noopener nofollow\">Organizational Partners<\/a>, which are the governmental institute, committee or association about telecommunication matters coming from Europe, Japan, China, South Korea, USA and India.<\/p>\n<p id=\"166f\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">Around the same time 3GPP was established, another group named\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/3rd_Generation_Partnership_Project_2\" target=\"_blank\" rel=\"noopener nofollow\">3rd Generation Partnership Project 2 (3GPP2)<\/a>\u00a0was created. This business competition involves complicated factors such as patent, policy, global supply chain and more. In general, 3GPP with its\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/Universal_Mobile_Telecommunications_System\" target=\"_blank\" rel=\"noopener nofollow\">Universal Mobile Telecommunications System<\/a>\u00a0(UMTS) is the dominant player in the industry since 3G era.<\/p>\n<p id=\"7563\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">Fortunately, consumers across the globe can use wireless network with identical protocols and experience, because both 3GPP and 3GPP2 have to develop specifications and standards for mobile phone system that meet the requirements of ITU\u2019s guidelines.<\/p>\n<p id=\"743f\" class=\"ie if ct ax ig b ih lt ij lu lv lw lx ly lz ma ir gi\">The system 3GPP is using to manage standardizing process of specs is called Releases, which \u201dprovide developers with a stable platform for the implementation of features at a given point and then allow for the addition of new functionality in subsequent Releases.\u201d, according to\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.3gpp.org\/specifications\/67-releases\" target=\"_blank\" rel=\"noopener nofollow\">3GPP\u2019s explanation<\/a>. Each release is actually a bundle of standards documents that all the manufacturers have to follow.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Relationship_between_ITU_and_3GPP\"><\/span>Relationship between ITU and 3GPP<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Now we know identities of the two major roles in the diagram we looked at above. IMT includes the requirements and key performance index (KPI) of each generation of mobile network, and 3G, 4G and 5G complies respectively with\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.itu.int\/osg\/spu\/imt-2000\/technology.html\" target=\"_blank\" rel=\"noopener nofollow\">IMT-2000<\/a>,\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.itu.int\/en\/ITU-R\/study-groups\/rsg5\/rwp5d\/imt-adv\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener nofollow\">IMT-Advanced<\/a>\u00a0and\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.itu.int\/en\/ITU-R\/study-groups\/rsg5\/rwp5d\/imt-2020\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener nofollow\">IMT-2020<\/a>. The diagram above is a schedule for rolling out 5G, started from 2015 and estimated to be accomplished at 2020.<\/p>\n<p>As illustrated, it&#8217;s not an absolute top-to-down, streamlined relationship between ITU and 3GPP. The requirements to build 5G network comes from 3GPP, which is the one who\u2019s manufacturing, regulating and profiting in the market. The requirements study would then be submitted to ITU for evaluations in order to to revise the ITU\u2019s KPIs and provide a finalized standard. The guidelines are then delivered back to 3GPP for assessing of practical and technical solutions to meet the requirements. This cycle is repeated several times. Most recently, 3GPP rolls out Release 15 and Release 16 at the same time.<\/p>\n<p>To illustrate the cyclical nature of standards evolution, consider the case of 4G LTE. LTE stands for\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/en.wikipedia.org\/wiki\/LTE_(telecommunication)\" target=\"_blank\" rel=\"noopener nofollow\">Long-term Evolution<\/a>, and people might have seen the word from \u201c4G LTE\u201d a lot. The term looks like an advanced version of 4G, but it\u2019s actually 3.95G, which means it doesn\u2019t fit the requirements set by ITU\u2019s IMT-Advanced spec, hence not allowed to be sold with a 4G label. Nice job to protect consumers from being tricked. But because of the marketing concerns from the industry side, the term LTE was agreed to put together with 4G. And this is how the confusing \u201c4G LTE\u201d term came up.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Learn_more_about_5G\"><\/span>Learn more about 5G<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p id=\"da1d\" class=\"ie if ct ax ig b ih mj ij mk lv ml lx mm lz mn ir gi\">In the end of 2019, the moment as this article is published, the news about\u00a0<a class=\"bu di it iu iv iw\" href=\"http:\/\/at%20this%20moment%2C%20the%20end%20of%202019%20as%20this%20article%20published%2C\/\" target=\"_blank\" rel=\"noopener nofollow\">5G rolling out<\/a>\u00a0and latest\u00a0<a class=\"bu di it iu iv iw\" href=\"https:\/\/www.google.com\/search?authuser=2&amp;biw=1920&amp;bih=950&amp;tbm=nws&amp;sxsrf=ACYBGNRKedXudi0ZDZ4RDOE_4dPIe629Pw%3A1575569869788&amp;ei=zUnpXbzmL4uE5wLlkqXgDg&amp;q=5g+phone&amp;oq=5g+phone&amp;gs_l=psy-ab.3..0l10.160815.161351.0.161462.5.5.0.0.0.0.132.256.0j2.2.0....0...1.1.64.psy-ab..3.2.255....0.0KW9e3h_M6I\" target=\"_blank\" rel=\"noopener nofollow\">phones with 5G connectivity<\/a>\u00a0in 2020 are all over the place.
