Information Systems Officer, P-3, DFS\/ICTD
\nWithin limits of delegated authority the Information Systems Manager is res=
\nponsible for the following duties:
\n=B7\tManage, individually or as part of a team, medium size and moderately c=
\nomplex information systems projects throughout the entire project lifecycle =
\nincluding: feasibility studies, systems analysis, requirements elicitation, =
\nbusiness analysis and process re-engineering, development or acquisition and=
\n implementation\/deployment; =20
\n=B7\tManage contracted and offshore resources throughout the software develo=
\npment or project lifecycle using a variety of technologies and platforms use=
\nd by DFS and DPKO;
\n=B7\tCoordinate and oversee user acceptance and integration testing, and lia=
\nise with project stakeholders and ICTD management throughout the project lif=
\necycle;
\n=B7\tOversee the development and production of related technical documentati=
\non including training materials, operating and user manuals; and
\n=B7\tResearch, analyze and evaluate new technologies and make recommendation=
\ns for their deployment; and provide guidance to new\/junior staff as well as =
\nmanagement of consultants\/contracted resources, etc.<\/p>\n
CORE COMPETENCIES:
\nProfessionalism – Strong theoretical background and substantial experience =
\nin information technology\/information systems management, particularly in th=
\ne area of systems analysis, systems design and project management; strong an=
\nalytical and problem-solving skills, to include proficiency in the implement=
\nation of systems of moderate size\/complexity; demonstrated ability to manage=
\n projects towards the achievement of defined deliverables; experience managi=
\nng contracted onsite as well as off shore project teams and creating an enab=
\nling work environment. Certification or training in standard or best practi=
\nces project management methodologies and use of related tools is highly desi=
\nrable.
\nPlanning & Organizing – Ability to organize, plan and implement work assign=
\nments, juggle competing demands and work under pressure of frequent and tigh=
\nt deadlines.
\nCommunications: Ability to communicate verbally and in writing with all lev=
\nels of business representatives and management. Experience writing formal pr=
\noject documentation is required.
\nTeamwork: Strong interpersonal skills and ability to establish and maintain=
\n effective partnerships and working relations in a multi-cultural, multi-eth=
\nnic environment with sensitivity and respect for diversity, including gender=
\n balance. Experience working with geographically dispersed teams is highly =
\ndesirable.<\/p>\n
REQUIREMENTS:
\nEducation: Advanced University degree (Master’s degree or equivalent) in Un=
\niversity degree in Computer or Information Systems, Mathematics, Statistics =
\nor other related field. A first level university degree combined with extens=
\nive experience in information technology may be accepted in lieu of advanced=
\n university degree.
\nWork Experience: A minimum of five years of progressively responsible exper=
\nience in the management of information systems life cycles particularly in s=
\nystems analysis, database design and implementations. Experience in oversee=
\ning the administration of complex Department of Field Support applications u=
\ntilized to automate business practices in multiple, dispersed locations requ=
\nired. Experience in data communications and networking as well as data secur=
\nity highly desirable. Experience with the peacekeeping operations environmen=
\nt is required. Experience in managing contracted information technology pers=
\nonnel (onsite\/offshore) is desired
\nLanguages: English and French are the working languages of the United Natio=
\nns Secretariat. For this post, Fluency in written and spoken English is requ=
\nired; fluency in one or more official UN languages is highly desirable.<\/p>\n
