BACKGROUND<\/p>\n
UNICEF\u2019s Innovation Unit in New York helps UNICEF\u2019s 135+ Country Offices\u00a0strengthen programmes on the ground using innovative approaches and technologies. \u00a0UNICEF\u2019s Innovation Unit creates and guides approaches that are transformative, at\u00a0scale, for the world\u2019s most vulnerable children. Innovation at UNICEF is a collaboration\u00a0that translates ideas, technologies, and partnerships into products, services, and processes\u00a0to bring about better, more equitable results for children. Strategically, the team looks\u00a0at everything from using new and existing technologies, to engaging in new types of\u00a0partnerships with external thinkers to deliver better results for children.<\/p>\n
The Tower Project is looking to monitor and predict natural disasters and other instances\u00a0of social stress by looking at new types of data such as volume of calls and SMS or\u00a0remote sensing data in order to trigger the U-report investigation system.<\/p>\n
PURPOSE OF THE CONSULTANCY<\/p>\n
The Tower Project is seeking a Developer Consultant to assist with the real-time\u00a0prototyping of the Tower Project and create important technical connections between\u00a0UNICEF\u2019s disparate products. This consultant will also serve as a liaison between\u00a0UNICEF and Global Pulse.<\/p>\n
DELIVERABLES<\/p>\n
1) Workplan for 6 months<\/p>\n
2) Bi-weekly meetings with Global Pulse and UNICEF outlining progress on project<\/p>\n
3) Build out modules to connect U-report data to new types of real time data sources\u00a0of information such as BTS data<\/p>\n
4) Document APIs for U-report to connect to big mapping software<\/p>\n
5) Examine outputs from IBM\/Watson parsing of U-report data and determine\u00a0options for the parsed data to be used as a data stream<\/p>\n
6) Create cleaner connections between Devtrac and RapidSMS<\/p>\n
7) Create a system to connect RapidSMS, DevTrac, and EduTrac information to\u00a0MORES\/L3M data from UNICEF in 3 countries<\/p>\n
8) Document code<\/p>\n
DURATION OF CONTRACT AND DUTY STATION<\/p>\n
6 months<\/p>\n
Consultant will share his time between Global Pulse New York Headquarters and\u00a0UNICEF New York Headquarters as needed.<\/p>\n
Consultant may be asked to travel to a Country Office.<\/p>\n
QUALIFICATIONS AND EDUCATION<\/p>\n
\u2022 Master\u2019s degree in computer science, mathematics, applied mathematics,\u00a0information technology, software development, software engineering, computer\u00a0software engineering, or other related field. Three years of relevant work\u00a0experience and a bachelor\u2019s degree can be used in lieu of a relevant higher degree<\/p>\n
\u2022 Experience with open source databases (MySQL, couchDB, etc.)<\/p>\n
\u2022 Familiarity with open source technology<\/p>\n
\u2022 Familiarity with AWS, Hive, map\/reduce.<\/p>\n
\u2022 Ability to work across the stack<\/p>\n
\u2022 Experience with Python, Django, Rails, Node, Javascript and others<\/p>\n
\u2022 Ability to work in a team and in a diverse work environment<\/p>\n
\u2022 Experience with processing large amounts of information and synthesizing it<\/p>\n
\u2022 Fluency in English<\/p>\n
PAYMENT<\/p>\n
Salary commensurate with experience.<\/p>\n
Monthly payment based on outputs to deliverables, certified upon monthly review and\u00a0report with supervisor.<\/p>\n
UNICEF recourse in case of unsatisfactory performance:<\/p>\n
Payment will only be made for work satisfactorily completed and accepted by UNICEF.<\/p>\n
