BACKGROUND<\/p>\n
UNICEF\u2019s Innovation Unit in New York helps UNICEF\u2019s 135+ Country Offices\u00a0strengthen programmes on the ground using innovative approaches and technologies.\u00a0UNICEF\u2019s Innovation Unit creates and guides approaches that are transformative, at\u00a0scale, for the world\u2019s most vulnerable children. Innovation at UNICEF is a collaboration\u00a0that translates ideas, technologies, and partnerships into products, services, and processes\u00a0to bring about better, more equitable results for children. Strategically, the team looks\u00a0at everything from using new and existing technologies, to engaging in new types of\u00a0partnerships with external thinkers to deliver better results for children.<\/p>\n
The Tower Project is looking to monitor and predict natural disasters and other instances\u00a0of social stress by looking at new types of real time information such as volume of calls\u00a0and SMS in cell towers or remote sensing data.<\/p>\n
PURPOSE OF THE CONSULTANCY<\/p>\n
The Tower Project is seeking a Data Analysis Consultant to conduct a hypothesis test\u00a0using historical data from cell phone towers (BTS), remote sensing data or sensor data\u00a0and comparing it to ground truth data. This will look at the Baduda and Mbale areas of\u00a0Uganda during landslide season for three years \u2013 2011, 2012, 2013 \u2013 to identify and\u00a0isolate unique digital fingerprints or patterns that could be built into a model for real-time monitoring. This consultant will also serve as a liaison between UNICEF and Global<\/p>\n
Pulse.<\/p>\n
DELIVERABLES<\/p>\n
1) Workplan for 6 months<\/p>\n
2) Bi-weekly meetings with Global Pulse and UNICEF outlining progress on project<\/p>\n
3) Document outlining rationale for proposed methodologies<\/p>\n
4) Hypothesis Test<\/p>\n
5) 10 page research paper documenting success\/failure of various assumptions<\/p>\n
6) Powerpoint presentation detailing process<\/p>\n
7) Open source, publicly documented scripts\/code for any analysis done<\/p>\n
8) Build an algorithm\/model to pilot in real time<\/p>\n
DURATION OF CONTRACT AND DUTY STATION<\/p>\n
6 months<\/p>\n
Consultant will share his time between Global Pulse New York Headquarters and\u00a0UNICEF New York Headquarters as needed<\/p>\n
Consultant may be asked to travel to a Country Office<\/p>\n
QUALIFICATIONS AND EDUCATION<\/p>\n
\u2022 Masters degree in computer science, engineering, statistics, applied mathematics,\u00a0physics, computational finance, or other related technical disciplines. A first\u00a0degree and an additional three years relevant experience may be accepted in lieu\u00a0of the higher university degree.<\/p>\n
\u2022 Competent in data mining techniques such as text mining, sentiment analysis,\u00a0predictive analysis, event detection, signal processing, time series analysis or\u00a0modeling of complex systems<\/p>\n
\u2022 Familiarity working with quantitative and qualitative data<\/p>\n
\u2022 Experience working with cell phone data (preferably from the BTS) or remote\u00a0sensing data.<\/p>\n
\u2022 Experienced in working with complex network data to create decision making\u00a0algorithm and processes<\/p>\n
\u2022 Ability to package work and collaborate with IU design team to visualize data<\/p>\n
\u2022 Knowledge of cell phone networks and network analysis<\/p>\n
\u2022 Fluency in English<\/p>\n
PAYMENT<\/p>\n
Salary commensurate with experience.<\/p>\n
Monthly payment based on outputs to deliverables, certified upon monthly review and\u00a0report with supervisor.<\/p>\n
UNICEF recourse in case of unsatisfactory performance:<\/p>\n
Payment will only be made for work satisfactorily completed and accepted by UNICEF.<\/p>\n
