Information Systems Officer, P-3, DFS/ICTD
Within limits of delegated authority the Information Systems Manager is res=
ponsible for the following duties:
=B7 Manage, individually or as part of a team, medium size and moderately c=
omplex information systems projects throughout the entire project lifecycle =
including: feasibility studies, systems analysis, requirements elicitation, =
business analysis and process re-engineering, development or acquisition and=
implementation/deployment; =20
=B7 Manage contracted and offshore resources throughout the software develo=
pment or project lifecycle using a variety of technologies and platforms use=
d by DFS and DPKO;
=B7 Coordinate and oversee user acceptance and integration testing, and lia=
ise with project stakeholders and ICTD management throughout the project lif=
ecycle;
=B7 Oversee the development and production of related technical documentati=
on including training materials, operating and user manuals; and
=B7 Research, analyze and evaluate new technologies and make recommendation=
s for their deployment; and provide guidance to new/junior staff as well as =
management of consultants/contracted resources, etc.
CORE COMPETENCIES:
Professionalism – Strong theoretical background and substantial experience =
in information technology/information systems management, particularly in th=
e area of systems analysis, systems design and project management; strong an=
alytical and problem-solving skills, to include proficiency in the implement=
ation of systems of moderate size/complexity; demonstrated ability to manage=
projects towards the achievement of defined deliverables; experience managi=
ng contracted onsite as well as off shore project teams and creating an enab=
ling work environment. Certification or training in standard or best practi=
ces project management methodologies and use of related tools is highly desi=
rable.
Planning & Organizing – Ability to organize, plan and implement work assign=
ments, juggle competing demands and work under pressure of frequent and tigh=
t deadlines.
Communications: Ability to communicate verbally and in writing with all lev=
els of business representatives and management. Experience writing formal pr=
oject documentation is required.
Teamwork: Strong interpersonal skills and ability to establish and maintain=
effective partnerships and working relations in a multi-cultural, multi-eth=
nic environment with sensitivity and respect for diversity, including gender=
balance. Experience working with geographically dispersed teams is highly =
desirable.
REQUIREMENTS:
Education: Advanced University degree (Master’s degree or equivalent) in Un=
iversity degree in Computer or Information Systems, Mathematics, Statistics =
or other related field. A first level university degree combined with extens=
ive experience in information technology may be accepted in lieu of advanced=
university degree.
Work Experience: A minimum of five years of progressively responsible exper=
ience in the management of information systems life cycles particularly in s=
ystems analysis, database design and implementations. Experience in oversee=
ing the administration of complex Department of Field Support applications u=
tilized to automate business practices in multiple, dispersed locations requ=
ired. Experience in data communications and networking as well as data secur=
ity highly desirable. Experience with the peacekeeping operations environmen=
t is required. Experience in managing contracted information technology pers=
onnel (onsite/offshore) is desired
Languages: English and French are the working languages of the United Natio=
ns Secretariat. For this post, Fluency in written and spoken English is requ=
ired; fluency in one or more official UN languages is highly desirable.
