The Garfield Center is a truly unique place where the people of Kaiser
Permanente are inspired to envision the future of health care and then are
empowered to create it.  Located in a converted warehouse, the Garfield Center
has Hollywood style “movie sets” that are mocked up inpatient, outpatient and
home environments.

A diverse group of innovators move throughout the innovation lifecycle at the
Garfield Center.  These innovators begin with inspiration, then move into
ideation and prototyping, and end the process with deployment and spread.   This
unique work may involve support of teams who are developing technology
prototypes, conducting product testing, evaluating constructability, testing how
clinical devices interact with clinical workflows, or performing clinical
systems integration, operationalization and deployment.  The Garfield Center has
been extremely successful at providing a “sandbox” that enables innovation
projects to ask and answer “what-if” questions related to the use of clinical
systems and devices.  Because of its success, the Garfield Center now requires a
program manager to ensure innovators and their projects are scheduled, supported
and integrated into the Garfield Center environment.

The new technology program manager role is intended to manage the technology
infrastructure that enables multiple innovators to access the Garfield Center
and to implement new program management and governance processes to manage
multiple, complex innovation projects.  We’re looking for a unique individual
who can bring a strong background in program management, who can prioritize and
coordinate innovation projects within a flexible innovation governance
structure.

The ideal candidate has a high level understanding of technology (application
development, testing, integration, mobile, cloud technology, network etc.) and
the right combination of discipline and flexibility.  This ideal candidate will
have the ability to realize and accept shifting day-to-day tasks while holding
true to the long-term innovation goals and initiatives of the center.  The
Technology Program Manager will take a leading role in improving the Garfield
Center’s reputation as a world-renowned center of excellence for innovation.

This role has a dual reporting relationship to Innovation Labs Director, and the
Garfield Center Director.  The role is physically located within the Garfield
Center and is a member of the core operations team. This role is a Temporary
Full-Time position with a two-year duration.

Responsibilities:

Program Management:

  • Develop and implement an intake process for innovation projects with a technology component. Includes creating/implementing: assessment criteria, processes for prioritizing and sequencing work, providing recommendations to governance group when escalated for decision-making.  In partnership with innovation clients, help to scope and shape projects, identify metrics for collection and ensure that results are communicated.
  • Develop a quarterly pipeline forecast of projects among Garfield Center super users (Care Delivery BIO, National Facilities Services BIO, Biomedical Device Integration Council, Innovation & Advanced Technology)
  • Manage all aspects of the Garfield Center technology and infrastructure, including innovation network, hospital network and production network.
  • Oversee work of IT engineers that manage networking, telephony, etc. to support the common platform test equipment installed at the Garfield Center.
  • Upgrades, maintenance, day-to-day functionality, etc.
  • Partner and liaison with other IT Departments such as network engineering, clinical technology for biomedical device, KP IT Field Services for desktop support, Infrastructure Management Group (storage, cloud,  networking etc), security, telephony, etc
  • Manage/police TER and other areas, create policies for change management, plan of record documentation, construction, etc.
  • Oversee integration of vendor owned systems (loan and temporary use programs) into the center.
  • Actively participates in the Garfield Center construction (capital , non-capital  and  minor work projects), process, arbitrating needs of various internal groups and balancing conflicting needs and priorities.
  • Accountability to ensure facility plan of record is update
  • Other special projects as requested (metrics, mobile, video/teleconferencing with google+walkabout, ipad deployment for surveys, GC technology projects such as inventory tracking, etc., depending on skillset)
  • Leads tours of Garfield Center (a requirement for Garfield Center based employees)

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in a related field and/or 4 years of equivalent work experience.
  • A minimum of 8 years of Program/Project Management experience.
  • Extensive and broad technical knowledge.
  • Experience, and comfort working with and engaging colleagues and professionals across all aspects of business including, but not limited to: IT professionals, clinicians, operations, facilities managers, external vendors, executive leadership and media professionals
  • People skills – arbitrating multiple needs, “management by influence.”
  • Creative problem-solving – thoughtful navigation of work never before attempted within KP.
  • Perseverance – ability to push toward solutions when none are obvious.

Preferred Qualifications:

  • At least 5 years of portfolio / program and project management experience preferably in a healthcare environment.
  • Technical experience should include understanding agile development, application and system testing, device integration, networking, cloud technology, virtualization.
  • Comfort in new role that has not previously existed, creating processes and prototyping/adjusting in real time.
  • Creativity, curiosity and desire to learn.
  • Sense of humor a must. Excellent oral and written communication skills; multi-tasking and organizational skills.
  • Ability to see the big picture and filter to an operational level.
  • Good interpersonal skills and ability to work independently as well as closely with team members.
